This position is located with the Bureau of Indian Affairs, Great Plains Region, Great Plains Regional Office, Regional Director, Division of Facilities, in Aberdeen, South Dakota.

Duties
Provide a wide range of program administrative functions that include planning, program, and
management support and serves as the Regional Quarters Officer.
Responsibilities include support in the performance of program areas of Planning, Design,
Construction, Operations and Maintenance, and Quarters.
Conducts programmatic, administrative, and operational policies and procedures, provides advisory
services on issues of substantial scope and impact throughout the organization.
Analyzing and evaluating (on a quantitative and/or qualitative basis) the effectiveness of program
operations in meeting established goals and objectives.
Provides substantive management support services in the areas of program cost analysis and fiscal
planning.
Works with other Regional Quarters Officers, performing routine and recurring tasks in the Regional
Quarters Program as well as providing oversight and program review of location units Quarter
programs.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for
Administrative and Management Positions, GS-0343).
GS-9: I have at least one (1) year of full-time specialized experience or the equivalent, comparable to at least the GS-7 in the Federal Service (obtained in either the public or private sector). This experience must include 3 of the 5 activities: 1.) perform management control work of a broad scope with intra-activity mission impact and recommends to management a variation of solutions; 2.) with little or no supervision from Manager, incumbent analyzes and reviews statistical and narrative data to justify work unit reorganization or position restructuring as a more productive or efficient use of personnel resources; 3.) with little or no supervision from Manager, incumbent analyzes and reviews documentation procedures and controls, files, directives, forms, records control and disposal procedures and office automation and performs equivalent management information studies achieving impact on several organizations throughout the activity with functions that are extensively interrelated; 4.) with little to no guidance from Manager, can create spreadsheets and tracking logs for reporting purposes and maintain the budget involved in the program; 5.) provide technical advice on performance management control and informs management of impact of the program.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: I have at least one (1) year of full-time specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). This experience must include the following activities: Providing technical support to coordinate, analyze and evaluate the effectiveness of the Division of Facilities; studying and evaluating financial, budget, strategic and operational plans; advise and discuss with management on ideas for data collection and performance management; present written reports or oral briefings.
OR
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-12: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-
11 in the Federal Service (obtained in either the public or private sector). Specialized experience is working experience in providing oversight for planning, monitoring, and allocation of organizational resources for respective program operations; make changes or adjustments in the programs and in their implementation to ensure maximum effectiveness, efficiency, and economy of program operations; present cost/benefit estimates; consolidate work efforts into spreadsheets and written reports, develop, collect, organize, evaluate and validate data for narrative and graphical reports. Providing technical support to coordinate, analyze and evaluate the effectiveness of the Division of Facilities; studying and evaluating financial, budget, strategic and operational plans; advise and discuss with management on ideas for data collection and performance management; present written reports or oral briefings.

EDUCATION: Education is not a qualification requirement at this grade level.
GRADUATE EDUCATION: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge,
skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related
to the position to be filled.
