The primary purpose of this position is: To serve as an accountable authority, point of contact and Knowledge Management representative for the 561 JTS websites including the public site, military restricted sites, NIPRNET sites, SIPRNET sites, JWICS sites, and the Air Force Portal content requirements.

Duties

Manages Knowledge Operations Access. Performs Web Administration. Manages Knowledge Utilization Develops and writes web-based coding.

  • This is a Drug Test Designated position. The Air Force has determined the selectee of this position will be subject to random drug testing under the provisions outlined in the Air Force Civilian Drug Testing Plan
  • Overtime and/or emergency overtime may be required.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. OR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes utilizing Internet technologies; programming and scripting languages; Internet protocols; usability concepts; accessibility requirements; customers' missions and programs; requirements analysis methods; and analytical reasoning sufficient to optimize existing Web sites and provide guidance in design and development of new web sites, applying current Internet technologies sufficient to provide guidance in determining the most appropriate methods for delivering information via the Internet. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of IT principles, concepts, and methods. 2. Knowledge of organization's policy and planning formulation process along with its missions and objectives to prepare Knowledge Management policies and plans. 3. Knowledge of the latest computer graphic and web design software and techniques along with commensurate skills in the related visual arts fields. 4. Knowledge of automated data processing functions, techniques, and capabilities including programming languages and techniques, relational and object database principles, microcomputer operation, and network operating systems. 5. Knowledge of DoD, Air Force, and MAJCOM policy and directives on computer security. 6. Ability to analyze complexities of existing technology, reviews, revises, and develops policy, initiates plan for enhancements, and provides management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. 7. Ability to maintain an up-to-date awareness of technological advances and predict how the 561 JTS can meet future requirements. 8. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of computer software problems. 9. Ability to communicate effectively with others, both orally and in writing, to work out solutions to problems or questions relating to work and to provide user training and support. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
