The primary purpose of this position is to serve as an expert level Information Systems Security Manager (ISSM) focal point for the USAFWC, ACC, Air Staff, and DoD classified computer systems operations. The ISSM advises the USAFWC on all aspects of offensive and defensive IA policy, planning, architecture, and resource programming.

Duties

Serves as the USAFWC Information Systems Security Manager (ISSM) & Cybersecurity Subject Matter Expert (SME) responsible for advising higher headquarters, wing leadership, customers, and squadron personnel on all aspects of Information Technology (IT) projects. Communicates assignments for the day-to-day operation of Cybersecurity Team consisting of military, civilian, and contractor IT security specialist while overseeing cybersecurity programs. Troubleshoots extremely complex security problems and provides advice and support that minimizes interruptions in the ability to carry out business activities. Develops cybersecurity policies, plans, operating instructions, and procedures based on accurate interpretation of National, DoD, and AF policy applicable to test & evaluation operations, tactics development, Electronic Warfare system reprogramming, advanced programs, and classified network operations.

  • The employee may be recalled to duty and required to work overtime during other than normal duty hours, which may include evenings, weekends and/or holidays on an emergency basis.

  • Position is designated Special Sensitive (SS) and requires eligibility for access to Sensitive Compartmented Information, other Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform duties.
  • A non-disclosure agreement must be signed.
  • Prior experience in information assurance and computer network integration is highly desirable.
  • This is a drug testing position and requires random testing.
  • Information Assurance Management Level II certification is a CoE. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive proper IA certification may result in removal from this position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes: Implementing advanced IT/cybersecurity principles, concepts, methods, standards and practices combined with analytical, evaluative, and administrative methods and techniques to develop and interpret cybersecurity policies, procedures, and strategies for planning/implementing the protection of IT systems; Applying a full range of cybersecurity requirements for assessment and authorization, network operations/accreditation and protocols, and systems testing/evaluation and performance management methods to provide expert technical advice and recommendations to management and other technical specialists; and Utilizing computer systems cybersecurity concepts, standards, and methods to make decisions or recommendations that significantly influence implementation of environmental control measures, risk assessments, physical security controls, backup and recovery procedures, and contingency planning for events ranging from fault disruption to full disaster. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery level knowledge of the principals, methods and tools for planning, developing, coordinating, scheduling, implementing, and managing cybersecurity projects and resources including: identifying and managing requirements, identifying and managing risks, prioritizing work according to agency information assurance goals, and quantifying tangible and intangible benefits through cost/risk/benefit analysis. Mastery level knowledge of National, DoD, and AF regulations, organization structure and functions, precedents, procedures, practices and standards that apply to cybersecurity operations relevant to test & evaluation, tactics development, Electronic Warfare (EW) system reprogramming, advanced programs, and classified network operations. Knowledge of a full range of IT principles, concepts, practices, products and services, and methods sufficient to develop and coordinate security policies, standards and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry. Knowledge of information security requirements for assessment and authorization, network operations, systems testing and evaluation, and performance management methods sufficient to evaluate and ensure standards are met and to advise on new or revised security measures and countermeasures based on the results of assessment reviews. Knowledge of a broad range of IT security vulnerabilities sufficient to assess and advise on risks and vulnerability from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications, insider threats) and procedures and methods for protection of systems and applications. Ability to plan and develop training on cybersecurity requirements, standards, procedures, tools and products; skill to create, review, manage, and assign proper security classification and/or sensitivity caveat to paper and electronic documents; skill in leadership, decision making, problem solving, developing effective interpersonal relationships, and team building; skill in helping customers to include: defining requirements, resolving problems, and managing customer expectations; ability to express information effectively to individuals or groups both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
