The primary purpose of this position is to serve as Joint Worldwide Intelligence System, ISSM, accessing and providing information technology capabilities, security controls, systems, and technical architecture direction. Organizational location of position: ACC, USAF Warfare Center (USAFWC), 363 ISRW, 365 Intelligence, Surveillance, and Reconnaissance Group (ISRG), Operations (SCO), Nellis AFB, NV.

Duties

DUTY 1 - Serves as Information Systems Security Manager (ISSM). DUTY 2 - Administers Intelligence Community (IC) Security Programs and protects Information Technology (IT) assets against unauthorized, accidental, or deliberate modification, disclosure, and destruction of data. DUTY 3 - Ensures Information Assurance (IA) principles and requirements are addressed in all phases of the information life cycle including acquisition and disposal. DUTY 4 - Focal point for JWICS Information Systems (IS) security actions pertaining to Sensitive Compartmented Information (SCI) systems.b

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

Open ONLY to DCIPS employees within the 365 ISRG/SCO Organization at Nellis AFB, NV. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. NOTE: You must meet both the Basic Qualifications and Specialized Experience requirements stated below: BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. NOTE: IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. Specialized Experience: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Broad and extensive knowledge of IT security principles, concepts, practices, products, and services (including storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad and extensive knowledge of IT security principles, concepts, practices, products, and services (including storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. 2. Broad and extensive knowledge of DoD IT System Certification and Accreditation (C&A), network operations and protocols, and systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. 3. Knowledge and skill with INFOSEC technology including performing analyses to assure the adequacy of implemented security features, and research and analysis of security technology; knowledge of acquisition and procurement procedures as they apply to computers and related security products. 4. Knowledge of computer concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes, procedures to assess and advise on vulnerability to attack from various sources (e.g. espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. 5. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. 6. Ability to communicate clearly, concisely, and accurately, both orally and in writing, as well as work in a professional manner with peers and higher-level management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
