Duties
You will review, write, and coordinates program and acquisition documentation required to support DON Cloud policy, DOD Cloud Acquisition policy, and the DON Information Superiority Vision.
You will provide insights to the Team Lead, Service Owner, Program Manager, and other leaders as to mission owner needs, objectives, and mission requirements, paying special notice to requirements with capability gaps.
You will develop contractual documents and provide guidance to maintain forward leaning on cloud procurement strategy in line with policy, such as Contracting Officer Representative (COR), perform market research, etc.
You will develop and report status of mission owner support as it relates to the World-Class Alignment Metrics (WAMs).
You will support agile delivery of cloud capabilities in support of mission owners across the Department of the Navy, leveraging best industry practices early and frequent value delivery.
You will provide significant input into the planning, development, and execution of the budget request, obligation and execution tracking and spend plan development for the future of the DON Cloud Landscape.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
- This is a Cyberspace Workforce position, work role code Program Management, proficiency level II the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: overseeing the end to end design, delivery, and management of cloud services, including but not limited to cost/schedule/performance, developing resourcing, technology adoption, adn service strategies to meet stakeholder and user needs.
