About the Position: Serve as a Management and Program Analyst responsible for planning, developing, and monitoring implementation of plans, policies, procedures, and guidance for the Fort Liberty Garrison to assist with productivity, quality management, and organization improvements.
Duties
Advise on key garrison functions supporting the strategic plan and integration of programs for the installation strategic plan (STRATPLAN).
Maintain the master file of the Fort Liberty STRATPLAN to keep services and support programs aligned with senior leadership’s strategy and synchronized with Installation Management Command’s Lines of Effort and strategic priorities.
Assist with annual planning, coordination, and preparation for the Installation Planning Board to ensure the highest priority initiatives and projects align with objectives specified in the STRATPLAN.
Ensure facilities, training, equipment, and personnel are properly assessed to meet the long-term goals of the Garrison.
Serve as the Garrison Commander’s responsible agent for the overall execution of Performance Assessment Reviews (PAR) in support of Installation Status Report Services (Performance) (ISR-SP) and supporting action plans.
Coordinate with ISR Representative and Installation Support Directorates/Installation Support Offices to draft/write proposed revision to performance metrics for corresponding garrison service support programs.
Analyze data to make performance improvement recommendations with regards to evaluation of performance indicators, execution of programmed budget and manning, and customer feedback generated through Interactive Customer Evaluation System (ICE).
Lead the Strategic Planning Project Team in conducting annual updates/revisions to the written STRATPLAN and coordinate the production/preparation of briefing presentation materials to Garrison Leadership.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
