Duties
We are looking for an energetic and proactive person to serve as Contracting Officer Representative (COR) for Team Submarine, Director of Acquisition and Contracts (SUB DAC), as part of Program Executive Office (PEO), Undersea Warfare Systems (UWS).
You will develop proper requirements and ensure during contract administration the contractors meet the commitments of their contracts, including the timeliness and delivery of quality goods and services as required by the contract.
You will execute contract oversight to include, monthly Quality Assurance Surveillance Plan (QASP) assessments, annual Contractor Performance Assistance Reports System (CPARS), and maintenance of the COR file to support annual contract audits.
You will conduct contract pre-solicitation/solicitation efforts to include acquisition plan (AP) development, conduct market research, execute industry day, request for proposals (RFP) development, source selection, cost and pricing analysis, etc.
You will coordinate TEAMSUB’s execution of the enterprise-wide service support contracts including coordinating data calls for the respective program offices, executing contract modifications (obligations, de-obligations, administrative changes).
You will serve as management advisor using a high-level of discernment and judgement to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas.
You will attend high level meetings as a senior authoritative representative of acquisition programs and provide a wide range of substantive oral and written presentations and reports to internal and external stakeholders.
You will make determinations on resources to accomplish program objectives, apply technical expertise to various levels of operations, and advise on distribution of work and priorities of efforts.
You will perform program reviews, recommend improvements to programmatic deficiencies, and review and prepare program documentation to determine appropriate changes or corrective actions.
You will coordinate group efforts and consolidate findings into a proposed product and develop and deliver briefings to senior stakeholders.
You will develop and maintain metrics to support data analysis and data dashboards.
You will conduct the annual Service Requirements Review Board (SRRB) to ensure all services procurements receive Naval Sea Systems Command (NAVSEA) approval.
You will support expansion of the small business industrial base by representing TEAMSUB at various small business industry day events.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or evaluating acquisition strategies to improve the effectiveness and efficiency of an acquisition or procurement program.
