About the Position: As a Life-Cycle Project Manager, you will support the USACE Portland District, Veterans Affairs Support Division, with overall responsibility for planning, scope, development, design, construction and direction of important civil works/military projects.
Duties
Control and manage project milestones and budgets from planning through construction and initial operations.
Allocate project funds to District elements, consistent with progress attained, and measure and monitor performance to assure that commitments of all parties are being maintained.
Review and analyze cost reports to assure charges are all authorized and appropriate; identify unauthorized charges and assure corrective actions are taken for the ultimate disposition of inappropriate charges.
Monitor progress, measure performance and take necessary corrective action to maintain agreed-upon schedule and cost.
Coordinate planning, design, cost-engineering, construction and environmental restoration, etc., for engineering or planning projects of substantial scope and complexity.
Assure the overall management, control, coordination and execution of assigned projects.
As the project team leader, implement corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project.

Specialized experience: One year of specialized experience which includes 1) serving as a life cycle project manager assigned with overall responsibilities of managing milestones, contract administration and budgets of multiple projects through development and delivery; 2) implementing scope, schedule and budget development, along with design, engineering or construction management in regards to construction/renovation of buildings, facilities, fueling systems and other infrastructure projects or environmental restoration type work; AND 3) integrating customer requirements into a coordinated management plan. his definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
