This position is located in a State Office on the staff of a State Conservationist Natural Resource Conservation Services (NRCS), US Department of Agriculture (USDA), Portland, Oregon. The incumbent serves as a State Coordinator in promoting and fostering conservation partnerships and cooperative relationships with environmental groups and urban organizations with natural resource interests in order to advance the NRCS mission.

Duties

Provides oversight and supervision to assigned staff less than 25% of the time; assigns and reviews work, monitors work progress; gives advice and/or instruction to employees on both assignments and administrative matters. Develops, establishes, and maintains partnerships with environmental groups and urban organizations, both traditional and non-traditional at the regional, state and local level to enhance efforts to address natural resource conservation issues. Serves as primary contact for the State Technical Advisory Committee, Soil and Water Conservation Commission, Congressional affairs and other organizations to leverage the marketing of NRCS's Conservation Programs Provides technical guidance in working with Tribes through field office staff and outreach specialists while leading the overall effort to reach the underserved. Provides guidance to successfully address controversial, complex, and time sensitive issues through negotiation and effective communication with partners.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below?. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information. Specialized Experience at the GS-13 level: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties: Applying qualitative and/or quantitative methods to assess conservation issues and outreach to guide conservation planning and effectiveness of programs; Facilitating partnerships and/or outreach programs with other public and private conservation groups; Collaborating with staff to develop communication or marketing strategies for different audiences relevant to conservation issues and programs; and Serving as a point of contact for conservation activities and programs for the public or staff.
