This position is located in the Division of Mental Health & Clinical Neuroscience (MH&CN) within the Medical Practice Group. The incumbent actively collaborates with the Clinical Director and Nurse Administrator, Division of Mental Health & Clinical Neurosciences. This position reports to the Administrative Director of the Medical Practice Group, within the Chief of Staff SBU.

Duties

This position serves as the Administrative Director of the Mental Health & Clinical Neuroscience which includes all psychiatric inpatient and acute services, residential programs, general outpatient mental health programs, and outpatient specialty mental health programs. All together the division has 23 settings of care at multiple physical locations at 13 sites of care in two states (Oregon, Washington) and spanning a catchment area of approximately 36,000 square-miles. There are Group Practices located at the Portland and Vancouver Divisions, as well as all activities associated with the off-site mental health access points located in multiple remote locations (currently in Bend, Salem, Hillsboro, Fairview, Salem, West Linn, The Dalles, North Coast, Newport, Lincoln City, as well as a Community Resource & Referral Center located in downtown Portland). In collaboration with the Clinical Director, Deputy Clinical Director and Nurse Director, has responsibility and authority for all aspects of the Division's operations and budget, as well as the development and achievement of a set of measurable performance goals addressing patient satisfaction, quality, cost efficiency, and access. Major duties include but is not limited to: Serves as the second level supervisor also has supervisory responsibility for 57.5 employees. Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements. Develops both long and short-range policies and plans for the organization by coordinating the medical administration needs of Mental Health & Clinical Neuroscience (MH&CN) for the medical center. Takes the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost effective approaches to the resolution of problems. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Provides for full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization. Coordinates the preparation and submission of recurring monthly, quarterly and annual reports, management briefings, summaries, and a wide variety of non recurring reports. Establishes minimum standards for quality and productivity. Directs quality and productivity programs for the division. Coordinates the quality assurance program by data collection, data management, monitoring, tracking, analyzing and interpreting data for the purpose of detecting occurrences or patterns of care which may affect patient care outcome. Performs staff support work in short and long-range planning efforts. Administers planning process and provides authoritative recommendations to the Medical Center Director regarding possible need for revision of regulations and policies governing planning activities. Directs and assists medical center staff in administrative research, management analyses and development of reports pertaining to program plans, development operations and assessments of any planning phase of the medical center's activities. Develops the need for and maintains an awareness of available resources, and makes recommendations to medical center management regarding needs, distribution or redistribution of these resources. Provides for the budgeting and financial management for the division. Performs other related duties as assigned. Work Schedule: Monday - Friday, 7:30am to 4:00pm Telework: Not eligible. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working within a health care setting, working directly with healthcare professionals and organizational leadership to solve problems in support of the delivery of patient care and program/operational functions; managing budget activities; performing personnel management and administration responsibilities for an organization with varied functions and activities; and extracting, analyzing and evaluating data to make recommendations regarding the efficiency and effectiveness of a program. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
