Duties

Serves as a Senior IT Project Manager and Senior Action Officer for the Customer Experience Directorate (J6X), DLA Information Operations (J6), in support of the Defense Logistics Agency (DLA). Serves as the primary J6 IT Project Manager in the cross-agency facilitation and execution of secure communications and JWICS projects. Responsible for planning, organizing, and directing enterprise-wide, large-scale, high visibility, multi-disciplined IT projects, initiatives and operations throughout the Agency. Exercises broad program, policy and project management responsibilities with respect to the accomplishment of assigned IT projects or tasks. Maintains communications and situational awareness of project scope, schedule, resource requirements, and status with all stakeholders. Manages and leads IT project teams in support of high-level, high-visibility DLA customer projects.

Qualifications

To qualify for an IT Program Manager (PLCYPLN) your resume and supporting documentation must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including Time-in-grade (General Schedule (GS) positions only), Time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: -Oversees the management of the IT project scope, resources (human, financial, contract, physical),schedule, quality, performance, requirements, risks, information assurance, process improvement, customer support and reporting. -Presents project kick-off meetings and negotiates with senior leaders to obtain resources to accomplish projects, including labor, hardware (network, wireless, server, data storage, printer, computer workstations, etc.), software applications, associated warranties and licensing, Enterprise Telecommunications Network set-up, Information Assurance (IA) activities, travel costs, etc. -Leads highly matrixed and multi-disciplined IT project teams composed of civilian, military, and contractor technical staff. -Evaluates and plans programs through consideration of all legal authorities and changing official policy, as well as the views of ranking officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
