Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated 12/22/2023. As a SUPERVISORY IT PROGRAM MANAGER at the GS-2210-15 some of your typical work assignments may include: Serves as the Supervisory IT Program Manager overseeing the IT Program Management Department (IT-PM)and an ACAT Program of Record. Identifies IT-PM requirements, to include those related to IT hardware, software, licensing, and maintenance requirements supporting agency and IT program management activities and responsibilities. Responsible for the overall execution of investment funds and activities for the IT Directorate. Ensures expenditures are aligned with approved IT spend plans, particularly as aligned to contract commitments, obligations and disbursements. Formulates, develops and prepares annual IT Directorate's operating budget requiring accounting for obligations, commitments, and reporting final disposition of funds. Leads the formulation, development, coordination, and preparation of out-year budgets for the IT Directorate to ensure budgets align to DTRA and DoD goals and lines of effort. Supervises the procurement activities of IT Directorate program managers, deputy program managers, IT specialists, and personnel with other assigned job series who serve as overall experts in the acquisition process for the Agency's IT systems and services. Conducts and oversees financial analysis to determine "what if" scenarios for budget re-allocation or reductions. Oversees Department of Defense acquisition life cycle of cybersecurity equipment and software in addition supporting professional service contracts in regard to the IT Program Management framework - including ACAT III programs, Mission Assurance Risk Management System (MARMS), Catapult programs, the IT Program Support Office (PSO) and others assigned. Ensures hardware, software, licensing, and maintenance is procured, administrated, and accounted for as required by Department of Defense acquisition regulations. Provides contract oversight and performance monitoring for contracts; oversees all efforts relating to the acquisition of IT resources for DTRA; performs quality assurance on procurement request (PR) packages to ensure completeness and accuracy and assisting senior managers in support of ongoing initiatives. Develops, justifies, and supports Program Management, quarterly and annual spend plans, unfunded requirements, in addition to Office of Management and Budget (OMB), Presidential, and Congressional reporting requirements. Monitors contractor and service provider cost, schedule, and performance and work closely with respective contracting officer representatives and/or contracting officers to ensure issues with contracted support are reported and promptly addressed. Provides financial guidance supporting the IT Directorate's acquisition of IT resources and services; reviews and approves requirements specifications, statements of work, and other acquisition related documents. Oversees financial management actions for the team of government and contractor personnel who serve as expert advisors to the CIO, Principal Deputy CIO, IT senior leaders, and senior business officials in DTRA for programmatic aspects of DTRA's core IT business services and core IT mission information systems. Works directly with DTRA Comptroller on high-priority or sensitive budgetary issues. Identifies and translates diverse, complex and disparate customer requirements into technical objectives, evaluates alternatives for achieving objectives, and generates technical and fiscal program plans. Responsible for planning, coordinating, integrating, implementing, and evaluating assigned programs throughout their entire life cycle. Serves as the representative for the assigned program area in technical and programmatic discussions with counterpart managers in DoD, other Agencies and Departments Serves as the primary managerial and executive oversight of assigned projects and ensures accurate program prioritization within specific timelines and fiscal constraints. Oversees the preparation of projects, acquisition strategy, implementation, and funding plans for assigned programs/projects. Ensures the incorporation of IT-PM, and its components (e.g. MARMS, Catapult and PSO) into the Agency architecture and IT Capital Planning. Ensures IT-PM based capabilities meet mission requirements while simultaneously balancing higher-echelon IT policies and guidance. Advises the Agency Director, Senior Executive Service members, and General Officers/Flag Officers on IT strategic plans, data architecture, data management, and policy issues.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service as listed below: Experience managing programs related to data analysis of IT systems and services. Experience managing and/or supporting Major Defense Acquisition Program, Acquisition Category (ACAT-level) programs of record. Experience managing projects and programs related to DoD IT acquisition Program of Record. Experience managing programs/projects related to Information Technology, and application of program management principles (such as developing work breakdown structures, resource leveling, and earned value management. Experience with documenting customer requirements and planning, scheduling and monitoring projects. Experience with DoD planning, programming, budgeting, and execution, and POM development. Experience with financial/programmatic analysis, including monitoring, reporting on, and shaping cost/schedule/performance. Experience briefing stakeholders on program background, courses of action, and recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
