About the Position: : This position serves as a Management Analyst (Human Resources), Acquisition Workforce development program manager with responsibility for planning, analyzing, training, developing, administering, and evaluating training, programs and policies relevant to the performance management and workforce development of the Acquisition Workforce, with duty location at Aberdeen Proving Ground, MD.
Duties
Serves as a Management Analyst with responsibility for Human Resource Management in such areas as in performance management, workforce and human capital initiatives
Evaluates program execution; recognizes problem areas; and originates solutions to complex and unusual issues
Provides technical advice and assistance to officials at all levels as it relates to the mission, policies, and consistency issues.
Complete studies in human resources management to provide guidance to the leaders and the workforce members
Interpret data to identify trends to advise in areas such as developing goals and corrective actions
Interpret Headquarter policies/regulations to implement guidance pertaining to human resources (Performance Management)
Develop human resource management strategic planning activities to formulate programmatic approaches.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to travel from the duty station, up to 10% travel away from duty station required
- This position may require a 1 year probationary period

One year of specialized experience which includes: 1) Provide guidance on civilian human resources principles, concepts and practices regarding recruitment of personnel and the creation of job descriptions, and 2.) Ability to advise management on developing and maintaining strategic plans, goals, and civilian human resource programs, and 3.) Utilize automated systems to create requests to hire for personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
