This position serves as a Supervisory Industrial Hygienist for the Directorate of Enforcement Programs (DEP), in the Office of Health Enforcement (OHE).
This position is outside the bargaining unit.
Selectee will be expected to report to the Office of Health Enforcement, located in Washington, D.C.; this is not a virtual position.
Current DOL policy requires on-site work at least 5 days per pay period.
Duties
Major Duties include, but are not limited to:
Supervise professional industrial hygiene positions and responsible for planning and coordinating activities and work to implement national policies essential to occupational health enforcement programs for OSHA field offices.
Provide technical advice and consultation in health enforcement and abatement.
Develop and maintain an effective enforcement and assistance program.
Coordinate compliance and enforcement assistance to OSHA regional and area offices.
Provide expert technical guidance on corporate-wide settlement agreements and processing of egregious cases.
OSHA technical expert for compliance with occupational health standards and related Environmental Protection Agency (EPA) legislation which include waste operations; emergency response operations; bloodborne pathogens; EPA Worker Protection standards, EPA hazardous waste regulations; EPA superfund regulations; and EPA pesticide regulations.
Research technical literature, including research reports, symposium papers, trade books, laboratory reports and other working papers to provide authoritative technical guidance.
Recommend revisions to operating instructions and directions (including the OSHA Field Operations Manual (FOM)).
Review legislation, rulemaking, programming documents and policy guidelines to make recommendations to the Director, DEP on program policies and initiatives to promote and solicit program participation and interest in OHE products and services.
Carry out supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO; internal management controls; Merit Systems Principles; Safety and Occupational Health obligations; performance management; management of ethics, conduct, and discipline; and hiring reform.

- Candidate required to obtain the necessary security/investigation level.

- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
The Industrial Hygienist Series has an Individual Occupational Requirement (IOR): Applicants must meet one of the following requirements:
A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
Certification from the American Board of Industrial Hygiene (external link) (ABIH).
Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.You must meet the "Individual Occupational Requirements" listed above and the "Specialized Experience" to qualify for Supervisory Industrial Hygienist, as described below.
In addition to meeting the individual occupational requirement, applicants must have at least 52 weeks specialized experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-13. This experience may have been gained either in the Federal or Private sectors. Resumes should reflect the majority but is not limited to the following specialized experience listed below:
Providing technical assistance and policy advice on occupational health and industrial hygiene matters to develop national policy and program directives/initiatives.
Evaluating the effectiveness of national health enforcement policy and program directives/initiatives.
Representing a federal agency, inter-agency task forces, or committee involving assessment of occupational health and industrial hygiene factors that affect employee health.
Education
