About the Position: : This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, E2S2.
Duties
Serves as a Supervisory Program Officer for various Acquisition (ACAT) I, II and/or III programs within the Project/Product Managers (PM) Office.
Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support.
Identifies and balances risks, selects alternatives and plans how to best accomplish the goals and objectives of the project within recognized guidelines.
Manages a government team consisting of assigned civilian and military personnel, matrix and support civilian and military personnel, and the efforts of supporting contractor teams.
Conducts In-process Reviews for assigned projects.
Performs the full range of administrative and technical supervisory duties.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance for the duration of employment.
- This position is subject to a pre-employment drug test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP).
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

SPECIALIZED EXPERIENCE: In order to qualify for this position based on experience, your resume must describe one year of specialized experience at the NH-03 level in the Federal Service, which includes work that involves: 1) Managing the acquisition of products/programs to include cost, schedule and performance and risk activities within the acquisition lifecycle framework; 2) Identifying programmatic risks and mitigation strategies that best accomplish goals and objectives of the project within recognized guidelines. 3) Managing the development and staffing of contract documentation, to include Requests for Proposals, Statements of Work, Contract Data requirements list, and Source Selection Plans; 4) Managing resource allocation and program execution using an Integrated Master Schedule; and 5) Developing programmatic documentation, including Milestone Packages (such as, Acquisition Program Baselines, Acquisition Strategies, etc.) and Budget and Financial Documentation (such as, P&R Justification, weapon system reviews, spend plans, etc.)
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
