This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with PEO CS&CSS, E2S2 at Natick, MA.

Duties

Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding. Exercises management control of all functional inputs to the program. Directs effective utilization of project resources. Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies. Maintains a continuous up to date cognizance of all aspects of project(s). Maintains liaison with appropriate representatives of DA, industry, supporting organizations and involved foreign governments to assure up-to-date awareness of the planning of all actions. Oversees coordination between assigned program(s) and other systems. Attends high level conference and meetings with representatives of DoD, DA, AMC and other commands and agencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for practitioner certification in (A) Program Management within 60 months as of entrance on duty.
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: In order to qualify for this position your resume must clearly describe at least one year of specialized experience at the NH-02 level in the Federal Service that includes the ability to: 1. Provide a wide-range of program support to include managing systems through development, production, and fielding; 2. Review and evaluate program-related components (such as engineering, procurement, production, budgeting, logistics development, sustainment planning, integrated logistics support, testing, configuration management, product improvement, and fielding) to ensure cost/schedule/performance goals are met; 3. Provide technical advice and applies analytical problem solving to internal staff and/or other organizations on program related issues; and 4. Deliver briefings and provide interface coordination with other agencies regarding program/project status. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent).
