About the Position: This vacancy exists in Program Executive Office Combat Support &Combat Service Support (PEO CS & CSS), in the office of the Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), located in Fort Belvoir, VA. PEO CS & CSS leads the development,systems integration, acquisition, testing, fielding, sustainment and modernization of critical combat enabling systems across the Army's Transportation,Quartermaster, Ordnance and Engineer portfolios.

Duties

Manage new systems through advanced development, production and fielding; or fielded systems undergoing extensive modification, retrofit, or rebuild Exercises management control of all functional inputs to the program. Develops and establishes the controls necessary to manage internal operations, matrix support and the support of other command and agencies. Analyzes impact of contemplated budget revisions, proposed adjustments, legislative changes, economic trends or directives from higher echelons. Maintains a continuous up to date cognizance of all aspects of project(s). Review and evaluate data relating to short and long-term technical management, financial objectives and requirements to keep abreast of program progress and anticipated problems. Liaise with appropriate representatives of DA, industry, supporting organizations and foreign governments to assure up-to-date awareness of the planning of all actions and maintain projects within cost. Identifies problem areas and determines and directs action necessary to accomplish the project plan and objectives. Oversees coordination between assigned program(s) and other systems. Attends high level conferences and meetings with representatives of DoD, DA, AMC and other commands and agencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management - Practitioner certification within 60 months as of entrance on duty.
  • The position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path to recruit and appoint qualified candidates to positions in the competitive service. Who May Apply: US Citizens In order to qualify, you must meet the expereince requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-0 2 (GS-11 equivalent)level in the Federal Service that includes: (1) Providing e a wide-range of program support to include managing systems through development, production, and fielding; (2) Reviewing and evaluating program-related components (such as engineering, procurement, production, budgeting, logistics development, sustainment planning, integrated logistics support, testing, configuration management, product improvement and fielding) to ensure cost/schedule/performance goals are met; (3) Providing technical advice and applying analytical problem solving to internal staff and/or other organizations on program-related issues; (4) Briefing and providing interface coordination with other agencies regarding program/project status.This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-02 or GS-11equivalent). This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management - Practitioner certification within 60 months as of entrance on duty. All acquisition Workforce Positions Mandated in Title 10, USC, Section 1723. DOD 5000.52-M, DOD Acquisition Career Development Program, contains specific requirements for acquisition categories and grades/levels and can be found at https://asc.army.mil. This is an Acquisition Demo Modified Term Appointment NTE 5 years. Position may be extended an additional 1 year with approval. Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments without further competition. To be converted, the employee must meet all of the following: a) Have been selected for the term position under competitive procedures, with the announcement specifically stating that the individual(s) selected for the term positions(s) may be eligible for conversion to career-conditional or career appointments at a later date; and; b) Have served two years of continuous service in the term positions; and (c) Have been considered to have adequate contributions and a fully successful performance rating for two assessment cycles (including the current assessment cycle) immediately preceding conversion. Service under a modified term appointment immediately prior to permanent ppointment shall count toward the probationary period requirements described in 10 USC Section 1599e
