Duties

Serve as Lead Budget Analyst for the Great American Outdoor Act Legacy Restoration Fund, Line Item Construction, and other fund sources Extract data and prepare in-depth analysis using financial management systems to monitor obligations by fund sources, projects, and programs. Provide financial planning advice to leaders and prepare a variety of reports to help in the development and execution of budgets. Monitor and oversee assigned funds to ensure funding advices, program allocations and obligations meet required laws and guidelines in order to monitor obligations and report on program status. Reviews, analyzes, and takes action on approved requests for adjustments in allocations, program authorizations, transfer of funds between units and programs, special funding distributions, and fixed cost assessments. Works with customers to develop solutions to financial or budget problems. Utilize knowledge of organizational structure, programs, and work methods to determine whether estimates of funding needs and requests for allotments are in line with program plans. Determine appropriateness of obligations against a fund. Ensures policy, rules, guidance, and laws are followed in all aspects of the financial budget process. Draft procedural instructions related to financial matters such as fiscal year end instructions, payment processes or proper obligation guidelines. Develop methods and techniques of budgeting for multiyear funds to assure planning and continuance of major projects. Oversees the revision and evaluation of required reports, programs, documents, and other data submitted. Supervises the monitoring, evaluation of contractual operations. Communicate effectively across multiple levels of an organization. Serves as a consultant and advisor in all phases of budget and related financial management matters. Conducts trainings and creates training materials as needed.

Qualifications

All qualifications must be met by the closing date of this announcement-11/27/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: use of accounting systems to execute financial transactions. Extract data from financial systems to prepare reports and analyses. Interpret data in financial systems to identify status of transactions, identify problems, and develop resolutions. Use financial systems to determine balances of funds and accounts. Also, specialized experience includes working with customers to develop solutions to financial or budget problems. Utilize knowledge of organizational structure, programs and work methods to determine whether estimates of funding needs and requests for allotments are in line with program plans. Provide guidance for content and format for submission of estimates and requests for funding needs. Develop methods and techniques of budgeting for multiyear funds to ensure planning and continuance of major projects. Provide analyses and guidance on status of funds and projected fund balances. Determine appropriateness of obligations against a fund. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
