Duties

As a Supervisory Budget Analyst you will: Incumbent serves as the CDC/ATSDR/OFR authority for all budget formulation activities and issues related to CDC budget requests. This position is responsible for the development of the agency's budget in accordance with HHS, OMB, and Congressional requirements, policies, procedures and regulations. Incumbent must optimize the Agency mission, vision, goals, and objectives, through the oversight and direction of the budget formulation and analysis activities. Incumbent promotes the CDC/ATSDR's public health mission and priorities. Often interacting directly with the senior leaders across CDC, HHS and OMB on broad budget matters. The position actively participates in public health and budgetary policy forums consisting of members from key public health organizations and senior HHS and CDC executives where strategies and policies are formulated that have broad national and international impacts on CDC budget formulation. Incumbent provides leadership and advice on matters of budget formulation, budget and performance integration, and Congressional appropriations for CDC/ATSDR. Serves as the subject matter expert for all budget reviews and provides direction and guidance as a liaison with the HHS Office of the Secretary (OS), HHS, OMB, Government Accounting Office (GAO), and other government organizations on budget planning and formulation activities. Makes managerial and technical decisions required for the successful administration, and management of the Budget Formulation Branch. Advises the CDC/ATSDR senior leaders, OFR Director and Center Directors on assigned budget formulation activities, and recommends actions and strategies needed to ensure optimal public health assessments, impact, and analysis. As Branch Chief, the incumbent advises, plans, executes, develops, and establishes strategies, guidance and protocols related to budget formulation and public health policy. Incumbent manages the agency's Congressional Justification activities in coordination with HHS, OMB, Congress and external stakeholders. The Branch Chief serves as liaison to coordinate activities with HHS, OMB, public health organizations, and other related agencies. In this capacity the incumbent coordinates sensitive activities with the CDC Director, CDC executives, management, subject matter experts and subordinate staff. The supervisory budget analyst anticipates OFR operational responses and public health needs while applying and integrating over-arching rules, laws, and directives considering far reaching change implications.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: analyzing and evaluating global health, budget/appropriations, and operational support of initiatives related to the implementation of such activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
