Serves as the Budget Officer/Regional Budget Director providing leadership and supervision for the regional budget and financial activities in a manner that helps the region accomplish its priorities effectively and efficiently, while supporting the Agency's mission.

Duties
Performs the full range of managerial, administrative, and analytical duties connected with the formulation, presentation, execution, and reporting of the budget for a Region of the Forest Service.
Works with regional leadership to align unit allocations and performance management with regional priorities.
Provides timely and accurate information, reporting, and analysis of budgetary and performance information to regional leadership and program directors to ensure the integration of program and budgetary information for effective management decisions.
Promotes regional priorities within the national budget.
Ensures the region manages its budget and performance processes according to the policies and guidelines set by the Federal Government, Office of Management and Budget, Department, and Agency.
Performs as a supervisor.
Requirements

- Subject to one-year supervisory/managerial probationary period (unless prior service is creditable).
- New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Qualifications

For the GS-14 Level: Applicants must have one year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is defined as having one of the following: Planned, developed, and effectively managed vital aspects of the agency's budget execution system; Provided expert advice and recommendations for budgetary actions and formulated budget estimate for multi-year programs; Reviewed, analyzed, and interpreted existing and proposed budget legislation, appropriating language, and executive orders for upper management; Effectively communicated (written and oral) with employees and internal / external customers to meet budget execution goals; Exercised significant responsibilities when working with units or organizations on budget issues, and/or advised management officials.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
