This position is located in the Executive Director, Administrative Resource Center; Managing Director, Service Delivery; Human Resources Operations Division (HROD), Workforce Relations Branch (WRB). The primary purpose of this position is to provide services and operational handling on difficult Employee Relations/Labor Relations (ER/LR) issues being raised.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
Serve as a technical expert and consultant to management, staff and customers on controversial and difficult employee and labor relations problems.
Provide advice and assistance in situations requiring extensive analysis in which the nature and scope of the issues are complex, necessitating careful study in search of innovative solutions to problems in consideration of the needs of management.
Review established programs, evaluate their effectiveness, recommend improvements, and redesign as necessary to meet changing objectives.
Interpret, analyze and prepare responses to new or proposed changes to complex legislative, regulatory, and policy guidance affecting workforce relations. Advise managers and director on the findings and recommendations and brief the staff on any resulting impact or change to program, process, or systems.
Handle routine employee and labor relations casework as needed.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13 you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Experience interpreting and applying Title 5 regulations, agency policies, negotiated labor agreements and federal case law in order to serve as a consultant to management officials on a variety of Employee Relations (ER) and Labor Relations (LR) matters; AND
- Experience leading or directing studies or projects affecting agency Employee Relations (ER) and Labor Relations (LR) programs or policies.
Examples of such experience may include:
- Providing advice and guidance to management on human resources issues related to performance or disciplinary action; OR
- Coordinating and processing cases involving reports of investigation, removals, involuntary separations or other adverse actions; OR
- Resolving work-related or personnel problems through discussions with employees and supervisors, review of records and reports and reference to established procedures and policies; OR
- Providing advice, guidance, and assistance to managers to ensure compliance with the agency's policies and the appropriate human resources law, rule or regulation; OR
- Developing or reviewing draft agency policies on human resources or related topics.
Specialized experience: For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- Experience executing studies or projects affecting agency programs or policies.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-13, you must have been at the GS-12 level for 52 weeks.
- For the GS-12, you must have been at the GS-11 level for 52 weeks.
