Duties
The incumbent of the position serves as a first line supervisor accountable to guide and direct a team of human resources (HR) specialists performing administrative/technical work, furnishing program services,
(Cont'd) and supplying policy guidance for the Agency classification program; provides assistance and advisory support related to position management to all levels of the Social Security Administration (SSA).
Directs the conduct of HR services to Agency employees and managers; provides authoritative advice and recommendations to the Director, CCOM on plans used to establish priorities and formulate policy;
(Cont'd) guides the analysis of controversial matters that cross component lines and affect the delivery of classification services nationwide.
Develops goals, priorities, and methods for assigned segment of position management and classification program; ensures proper coordination and cooperation of team(s) and staff members.
Oversees in-depth, complex policy analyses; manages a variety of complex, interrelated projects or studies having long-term influence on HR initiatives and programs; offers advice and guidance on the resolution of complex, sensitive issues.
Identifies areas for operational improvements within OPE to enhance the delivery of personnel services throughout the Agency.

Qualifications
Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include the performance of work involving (1) position evaluation; (2) establishing and maintaining a position classification program to determine appropriate pay system, occupational grouping, title and grade of positions; and (3) advising on position and organization design. Additionally, experience must demonstrate organizational awareness; technical skill in independent research and analysis of human resources management data; the ability to communicate orally and in writing; and the ability to lead a team.
