Human Capital Office of Human Resource Operations
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Provides expert advice and authoritative information to the Director, top agency management, and program directors throughout the Service on a wide variety of highly-complex, controversial, and sensitive Human Resources (HR) problems and issues. Provides key advice and assistance to the Director in such areas as organizational consolidation, systems and database changes, program implementation, functional support, and cross-functional issues.
Analyzes proposals directed to the Director for review, approval, or decision and develops recommendations for consideration and action. May also develop alternate proposals, as warranted, with agency-wide ramifications. Coordinates the recommendations of and/or solutions to major projects or problems arising from operating policies, programs, workloads, objectives, etc., with managers, executives, and program officials from various business units and/or functions.
Plans, organizes, and conducts studies of major programs and systems. Performs extensive research, leads or conducts comprehensive reviews, and conducts program analyses to determine mission/program effectiveness, identify issues and program impediments, and establish courses of action necessary to enhance program effectiveness. Develops and researches potential program revisions and solicits input from the Director and other senior officials within the Service. Recommends revisions to existing policies, procedures, systems, legislation, etc., and the development of new initiatives commensurate with the desires of the Director. Analyzes and identifies the ramifications of new initiatives and, when applicable, coordinates initiatives with the appropriate stakeholders.
Develops conclusions, recommendations, or proposals for executive approval, decision, review, or other consideration from sources internal or external to the area.
Resolves any problems or conflicts that impede progress in carrying out assigned programs. Ensures that all involved parties are given the opportunity to have their preferences considered. Leads or serves as a key participant in meetings, workshops, conferences, or teams representing the Director in matters under his/her administrative and jurisdictional purview.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-15 LEVEL: To be eligible for this position at this grade level, you must have one (1) year of specialized experience equivalent to the GS-14 level in the Federal Government. Specialized experience includes: Experience demonstrating a mastery level of knowledge of the concepts, principles, practices, laws, and regulations of human resources management (HRM) and a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role, providing advice, developing policy, and/or developing interventions on complex service-wide issues (e.g., redesign of HR processes). You must have experience applying project management skills, influencing others in support of business goals, and communicative techniques in order to meet and deal tactfully and persuasively with others to resolve issues which are often controversial and sensitive in nature and to maintain harmonious relationships with all parties.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
