Duties
Summary:
The primary purpose of this position is to serve as the Deputy F-X System Management Office Chief, ACC F-X System Management Office (ACC/A8). Shares with the F-X System Management Office Chief, the full scope of responsibility for directing the F-X activities of the division and, in the chief's absence, possesses the same authority and prerogatives as the chief. Position requires current experience and expert knowledge in MAJCOM and Air Staff-level requirements definition, budgeting, programming, and development process systems. Position also serves as the command headquarters level F-X senior program analyst, applying U.S. rated military pilot with operational air superiority and 5th generation fighter experience to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of F-X activities.
Duties:
Participates with the ACC/A8 Division Chief in the exercise of F-X supervisory personnel management responsibilities.
Apply rated air superiority pilot and 5th generation aircraft program requirements expertise to direct, analyze, develop, and evaluate detailed studies, plans, goals, and objectives for F-X related activities.
Develops, advocates, documents, and implements F-X planning and programming decisions in appropriate formats to meet AF and MAJCOM requirements.
Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
Represents F-X SMO and Directorate F-X interests during interaction with a variety of organizations.

- Rated military pilot experience operating air superiority aircraft (F-15C or F-22) is required. Strong operational knowledge of 5th Generation aircraft is required. Rated F-22 pilot experience in the last 5 years is desired.
- This is a Centrally Managed position in the Operations Career Field.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes rated pilot experience in modern U.S. military air superiority aircraft (F-15C or F-22) and strong operational knowledge of 5th Generation fighter aircraft (F-22 or F-35); Expertise in a wide range of qualitative and/or quantitative methods to assess and improve command-level studies, plans, and S&T efforts pertaining to F-X requirements, studies, mission and flight operations, exercise and training, PPBE, JCIDS, acquisition, employment, and sustainment, or similar/related disciplines; Experience and expertise in AF and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of study and planning actions related to program events and other key milestones; Expertise in in the relationship between various joint and command entities involved in program studies, planning, and execution; Knowledge of and skill in the application of logistical and operational expertise as it applies to assigned programs; Skill in designing and conducting comprehensive studies, and preparing solutions to broad, important, and severe military operational and contingency areas; Ability to plan, organize, and lead others in studies, programs, and projects, and to negotiate effectively with management to accept and implement recommendations, where proposals and studies involve substantial resources and require extensive changes to established concepts and procedures; Ability to communicate effectively both verbally and in writing, negotiate complex issues, and maintain effective working relationships; Ability to plan, organize, and direct functions of a staff of subordinates; Knowledge of EEO policies and programs; and Senior leadership/command experience.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
