This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as a Security Cooperation (SC) planner and program manager supporting Combatant Commands (COCOMs) SC process management and informing development of programs of SC activity.

Duties

As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include: Serves as a Security Cooperation (SC) planner and program manager supporting Combatant Commands (COCOMs) SC process management and informing development of programs of SC activity. Supports Geographic Combatant Commands (GCC) analysis of security cooperation requirements in the context of foreign partner security outlook and absorptive capacity. Reviews and evaluates COCOM Theater SC strategies and campaign plans and makes recommendations for improvements in DoD SC activity plans that ensure DoD Title 10 support for those strategies. Works with and assists in developing SC plans by analyzing regional objectives, assessments, ratings of positive activity influences. Supports GCCs in the development of DoD-resourced SC program plans involving a diverse set of security cooperation activities. Review and provide analysis of Title 22 and Title 10 SC program plans to ensure that program design is consistent with SC best practices and legal restrictions.

  • Work may require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Conducting research and performing major program evaluations Analyzing and resolving complex, time-sensitive operational and administrative factors/issues Integrating institutional and operational partner capabilities into security cooperation program design Leading assessments of partner capabilities and analyzing the results Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
