Duties
You will serve as a Supervisory Program Analyst (Executive Director/Cyberspace Mission Planner) within the Cyberspace Operations–Integrated Planning Element (CO-IPE) at U.S. Fleet Cyber Command (FLTCYBERCOM).
You will provide leadership and direction over all CO-IPE mission execution, operations, business functions, and workforce assignments.
You will manage the full spectrum of CO-IPE responsibilities including planning evolutions, offensive/defensive cyber operations, exercise development/participation, intelligence support, and synchronization of objectives with Combatant Command.
You will regularly represent Joint Force Headquarters-Cyber (JFHQ-C) Navy in a fast-paced, dynamic, Joint environment as a focal point for ensuring cyber objectives are properly accomplished.
You will directly supervise the professional and technical duties required to perform full-spectrum cyberspace operations.
You will perform the full range of supervisory duties for more than 25 civil service and military team members.
You will serve as Executive Director for all CO-IPE mission sets, operations, and functions, as well as
the Director’s representative for internal activities and external engagements.
You will coordinate and execute all levels of planning (strategic, operational, and crisis/contingency) across the full spectrum of cyberspace operations.

- MSP/PPP applicants must currently hold the required security clearance.
- This is a Cyberspace Workforce position, work role code 901 and 332, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience supervising and providing leadership to a diverse group of cyber professionals (military and civilians).
-Experience coordinating and executing all levels of planning (strategic, operational, and crisis/contingency) across the full spectrum of cyberspace operations.
-Experience performing cyberspace operations planning, execution and participation with major/combatant command exercises or operations.
-Experience briefing senior leaders on short and long-range planning goals and objectives.
-Experience setting organizational objectives in terms of assigned and projected missions, guidelines and controls, and critical Combatant Command support requirements.
