The primary purpose of this position is to serve as the International Engagements Chief within the U.S. Space Command, Special Teams (J0), Joint Integrated Space Teams (JIST, J0X), to U.S. Southern Command (JIST-SOUTH, J0X6), Headquarters, U.S. Southern Command, U.S. Army Garrison.

Duties

Plans, advocates, and directs the coordinated integration of U.S. Space Command (USSPACECOM) TSC within U.S. Southern Command (USSOUTHCOM) operations, activities, and investments (OAIs), and campaign plans to support OAIs (cont. below) as Military to Military (M2M), various Train and Equip Programs, Key Leader Engagements (KLE), Command Sponsored Visits (CSV), Staff Talks, Steering Committee Meetings, and Combatant Command and Theater Capstone events. Develops and coordinates strategies and procedures to program, prioritize, and manage TSC OAIs effectively and efficiently. Requests, compiles, and submits strategy documentation for TSC programs and activities to JIST-SOUTH Director and DS4/SPACEFOR that meet mission requirements within fiscal guidance for the eligible nations. Engages with partner nation’s Security Cooperation Officers to define duties and responsibilities of work groups in accordance with nation’s space capabilities and limitations.

Qualifications

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing. Incumbent is subject to irregular work hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes knowledge in theater security cooperation programs and how they are crafted, coordinated, and evaluated to achieve strategic effects in target countries; knowledge of the organizational structure, programs and work methods of directorates, other service components, and Embassy country teams; Knowledge of the concepts, principles, practices, laws, and regulations applicable to space operations, sharing agreements, technologies and organizational execution relating to SPACECOM and USSF, as applied to Theater Security Cooperation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of USSPACECOM and SOUTHCOM plans, policies, strategies including military and civil operations, regulations, practices, procedures, resources, information processes, space systems (on orbit and terrestrial), and architectures as it relates to the space domain. 2. Expert knowledge, previous participation, or translatable expertise/experience in SOUTHCOM security cooperation and/or international engagements such as conferences, working groups, bilateral/multilateral engagements, symposiums, and international events. Extensive travel Latin and South America, cultural understanding, and SOUTHCOM language skills (Spanish/Portuguese) is a bonus. 3. Ability to plan, organize, and execute SOUTHCOM integration functions, while keeping the JIST-S and J0X/ Branch Chief, and USSPACECOM J3, J5, J7 apprised of SOUTHCOM integration efforts and engagements. 4. Ability to plan, coordinate, and collaborate amongst multiple DoD, Civil Agencies, and international organizations, at all echelons, to meet program requirements and objectives within available resources. 5. Ability to effectively communicate orally, in writing, and graphically. Ability to use Microsoft applications (e.g. Word, Excel, PowerPoint), as well as archive products on the USSPACECOM SharePoint site and develop post engagement products (lessons learned, after action reviews, trip reports, etc.) 6. Skill in organizing and leading study teams tasked to originate new ideas, projects and methodologies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
