This position is in the U.S. Department of Education, Office of Finance and Operations, Office of Human Resources (OHR), Recruitment, Staffing and Compensation Division (RSCD). This position serves as the Lead Human Resources (HR) Specialist directing the Human Resources Management Operations functions.

Qualifications
Minimum Qualification RequirementsSpecialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience performing and providing guidance on recruitment and placement functions that includes advice on unique hiring situations, drafting vacancies announcements, issuing certificates of eligibles, reviewing selections, and case file maintenance, all in accordance to regulations and policies.2. Experience identifying, evaluating and recommending appropriate action(s) in resolving recruitment/staffing issues by utilizing Human Resource regulations, i.e. Code of Federal Regulations, Delegated Examining handbook, Merit Promotion policies, and procedures. 3. Experience in monitoring staff workloads to ensure performance metrics and work assignments are timely, accurate, and report any discrepancies and/or recommendations to supervisor.Knowledge, Skills, and Abilities (KSAs) GS-13
