This position is located in the Human Resources Branch, Executive Resources of the Federal Deposit Insurance Corporation and provides support in the areas for the management and direction of one of the Human Resources Executive Resources programs, involving the coordination, planning, implementation and monitoring/evaluation.

Duties
Manages a strategic Executive Services Recruitment Program responsible for planning, managing, evaluating, and advising management on the effectiveness of Executive Services program activities.
Provides a central focus for the strategic management of all facets of the program goals and objectives by integrating them into the FDIC’s long-range business plans and workforce requirements.
Develops strategies and associated goals and objectives for managing positive change. Initiates and leads studies and projects related to strategic planning and analysis, including development of methods for measuring program success and achievement of objectives (e.g., statistical analysis, benchmarking, surveys, balanced scorecard, etc.).
Plans, leads and carries out projects and studies to develop and integrate HR strategic plans and programs needed to enhance recruitment, retention, and development of a workforce that will fully meet FDIC’s mission requirements.
Maintains program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from leadership; maintains current knowledge to answer questions from team members on procedures, policies, and directives.
Advises management on a range of staffing issues such as recruitment methods, incentives, special placement programs, and hiring authorities. Reviews existing laws, regulations, procedures, statistical data, and other facts surrounding mission responsibility or subjects/tasks under study.
Analyzes information, develops solutions, prepares analytical reports, and presents findings and recommendations to appropriate management officials for corrective actions or program changes.
Provides innovative and sound personnel advice and expertise to officials for the resolution of complex personnel issues for the recruitment, training and retention of a qualified workforce, to include the administration of the Senior Executive Services Program.
Recommends revisions to FDIC- wide executive staffing and operations policies, standard operating procedures, internal controls and guidance consistent with changes in legislation, regulations, OPM policies and processes, and other guidance impacting classification and position management.
Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience serving as a subject matter expert providing advice and guidance on administering and executing staffing/recruitment and placement programs and activities for Title 5 appointments, including job analysis, merit promotion procedures and requirements, qualifications determination, adjudicating veteran's preference, pay administration, special hiring authorities, and alternative candidate sourcing methods.
