Duties
Provides leadership/management of a large line and/or policy organization; initiates Marine Corps wide policies and programs, and formulates Department-wide strategic plans, programmatic objectives, policies, and standards. Collaborates with higher headquarters and utilizes enterprise-wide capability, vision, and knowledge of joint mission matters of additional scope and complexity.

Qualifications
Experience of sufficient scope and quality to be able to carry out the managerial, supervisory, and technical duties of the position efficiently; and be fully qualified on the technical and managerial qualifications listed under mandatory qualifications below. Experience in an executive level position providing leadership/management over a large line and/or policy organization; initiating Marine Corps-wide policies and programs, and formulating Department-wide strategic plans, programmatic objectives, policies, and standards to foster an organizational climate that sustains excellence and results. A minimum of a four-year degree from an accredited university is highly desirable. The U.S. Marine Corps has adopted OPM's Executive Corps Qualifications (ECQs) for NF-06 level positions to evaluate candidate's essential leadership qualifications. Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the ECQs and MTQs will eliminate you from consideration. ECQs and MTQs should reflect your most recent experience, ideally from the past 5-7 years, and no ECQ/MTQ example should be older than 10 years. EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the ECQs. They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of executive positions. Each MTQ must not exceed 2 pages.1. Demonstrated success managing the corporate headquarters of a multi-program operation, including comprehensive knowledge of best business practices employed by private industry, non-profit organizations, and academic institutions providing community services. 2. Skill in managing Appropriated Fund budget programming and planning, analysis, and execution at the corporate/enterprise level, i.e., multiple programs/projects with multiple appropriations across multiple years. Knowledge of the DOD Planning, Programming and Budgeting System (PPBS).3. Comprehensive knowledge of Non-appropriated Funds management to include budgeting, analysis, execution, generation, safeguarding, and investing of funds.4. Knowledge of military affairs that demonstrates a thorough understanding of military organization, roles, functions, protocol, terminology, and the ability to effectively communicate with military personnel of all ranks and positions including senior officers, enlisted, and civilians.5. Knowledge of Congressional Committee processes to include procedures necessary to organize, plan, and deliver testimony, and represent the Marine Corps position.OTHER SIGNIFICANT FACTS AND CONDITIONS OF EMPLOYMENTMust be a U.S. Citizen. This position is Special sensitive. The incumbent must also be able to obtain and maintain a Top Secret/SCI level security clearance.Incumbent is required to file a Public Financial Disclosure Report (OGE 278) and Conflict of Interest Statement, prior to entering the position, annually and upon termination of employment in accordance with MEMORANDUM FOR DEPARTMENT OF DEFENSE DESIGNATED AGENCY ETHICS OFFICIALS SUBJECT: Superseding of Certain Sections of Chapter 7 of DoD 5500.7-R, the Joint Ethics Regulation dated August 1, 2006. This position has been designated by the Department of the Navy as a Testing Designated Position (TDP) under the DON Drug Testing Program. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.This position may require for the incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.TDY will be required. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.
