The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence & Security (USD (I&S)). This position is placed in the Office of the Director and reports to the Deputy Director, DCSA. This is a tier 2 position.
Duties
The Chief of Staff (COS) is the principal advisor to the Director and Deputy Director, DCSA.
The incumbent provides leadership across the spectrum of agency operations, manages senior staff, drives action across the staff. Responsibilities include:
Provides broad supervision over assigned enabling functions, strategic planning, programming, budgeting, civilian personnel management, space, asset and records management, management information systems, acquisition and contracting, performance and accountability.
Assists DCSA leaders in establishing strategic priorities and identifying metrics for success.
Creates and maintains cross-directorate relationships. Serves as strategic and trusted counsel to leadership for the Agency Director and Deputy Director.
Manages, directs, and coordinates day-to-day operations of the agency and staff. This includes meeting cadence and periodicity and establishes priorities to align with Director's intent.
Ensures mission success by integrating mission support elements into overall operational planning and execution.
Continually assesses the organizational structure and manpower as DCSA focuses on mission and information integration.
Maintains awareness of new policies, procedures, regulations, directives, etc., and develops and recommends the operational framework for agency-wide policies, programs, and systems designed to increase efficiency and economy of agency functions and operations.

- Position is a DCIPS Position in the Excepted Service under U.S.C 1601.

- Overtime: DISES are not eligible for overtime

- Financial Disclosure: OGE-278e, Executive Personnel Financial Disclosure, is required.
- Telework Eligibility: This position is Telework eligible, but is not a full time telework position. The incumbent will be required to report to the office on a routine basis.
- This position is designated Special Sensitive, the incumbent must obtain and maintain a Top Secret/SCI Security Clearance.
- The incumbent may be required to accept a change of official duty station in support of the accomplishment of the DCSA mission.
- The incumbent may be subject to a one-year trial period in the Defense intelligence Senior Executive Service, unless required trial period has been served.
- The incumbent may be subject to a two-year DCIPS trial period, unless required trial period has been served.
- This position may require occasional Temporary Duty Travel (TDY) and/or local Travel.
- This position is designated as Mission Essential.
Qualifications
EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQs are mandatory for all applicants. Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications.
1. Demonstrated experience advising senior leadership in support of enterprise level operations in the DoD, the Intelligence Community and/or Industry.
2. Demonstrated experience leading a senior level staff, resolving complex organizational issues, and driving operations and staff actions across a nationally distributed organization. This includes experience leading a senior staff across all functional areas (human capital, information and technology, logistics, acquisitions, security, and financial management).
