You will serve as a PROGRAM ANALYST in the Government Equipment Management (GEM) Office of PROGRAM EXECUTIVE OFFICE SHIPS.
Duties
You will evaluate GFE acquisition plans and contracts and the performance of Participating Acquisition Resource Managers (PARMs) for compliance with SPDs, to identify problems that may occur in meeting the production and delivery requirements.
You will analyze delivery status and after-production information to assess impact and duration of production delay.
You will participate in design reviews (preliminary design reviews, critical design reviews, and transition to production reviews) for new or upgraded systems in areas of responsibility.
You will prepare, coordinate, and issue policy, directives, and procedures concerning PARM production management.
You will develops recommendations for revisions to existing policies and procedures and coordinates these with appropriate NAVSEA staff.
You will analyze PARMs GFE Integrated Risk Assessment Reports for program impact and characterize scope and severity of risk in terms of schedule, cost, and technical performance.
You will function as the GFE platform coordinator for assigned ship classes.
You will interface directly with Shipbuilding Acquisition Program Manager (SHAPM) program offices and understand the GFE needs for that shipbuilding program office and coordinate those requirements with the applicable PARMS.
You will prepare briefings for US Navy officials and participates with supervisor in their presentations.
You will makes staff visits to production activities to provide advice and guidance regarding both production and programmatic issues.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector conducting qualitative and quantitative analyses of acquisition programs within an organization to assess the efficiency and effectiveness of business process strategies applied to these programs, and develop process improvement plans where needed.
