*** Incumbent will serve as a Building Partner Capacity (BPC) Long Term Solution (LTS) Lead.
Duties
You will serve as the Building Partner Capacity (BPC) Long Term Solution (LTS) Lead within the IPO-06 Directorate, Navy International Programs Office.
You will facilitate business system/process reengineering, develop data analytics/visualization, and utilize agile methodology and best practices to improve BPC-LTS funds distribution, case execution, and close-out reporting.
You will develop plans and techniques to fit new situations by establishing precedents in the application of problem-solving techniques to enhance existing future business processes.
You will monitor implemented policies, procedures and initiatives using analytics and metrics to ensure intended results support Navy IPO's mission and vision.
You will ensure the traceability of funding and ensuing financial transactions comply flow with Financial Improvement and Audit Remediation (FIAR) standards to produce an unmodified SAA financial statement for the Sea Services.
You will serve as the senior advisor, action officer, and technical authority responsible for overall planning, direction, and management for Building Partner Capacity Long Term Solution (BPC-LTS) program and policy.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification Program Management, Practitioner is required within established category timeframes.
- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4D1
- Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience interacting with senior levels of the US Government, industry, and foreign officials orally and in writing.
- Experience utilizing basic office computer software to perform reviews, analytics and document preparation using IT tools such as MS Project, Excel, Power Point, Word or similar software / database tools.
- Experience with Congressional, State, Office of the Secretary of Defense (OSD), and Navy policies with regard to Foreign Military Sales (FMS)/Building Partner Capacity (BPC), leases, grants, and weapons transfer initiatives under the Security Assistance (SA) program(s) managed under the Navy Implementing Agency (IA) authorities.
