This position is in the U.S. DOT/PHMSA, Office of Pipeline Safety (OPS), Preparedness, Emergency Support and Security Division (PESS), Emergency Support and Security Branch. You will be responsible for developing, conducting, and evaluating a variety of preparedness and readiness exercises and leading PHMSA's participation in the Onshore Oil Pipeline Response Plan Program (OOPRPP) exercises and security operations.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience developing, reviewing, and revising plans and procedures for emergency preparedness, response, and recovery.
Experience developing, conducting, and evaluating oil spill response exercises.
Experience maintaining awareness of surface transportation matters on the safety and security of the nation's pipeline and hazardous materials transportation infrastructure.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Emergency Response: Knows the organizations response to major disasters, oil spills, and hazardous materials spills from a transportation related accident or major disaster; this includes oil spills response activities, oil spill response exercises, facility response plans, and man-made or natural disasters.
Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
Leadership: Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
