Duties
You will plan, develop and administer training programs designed to ensure successful execution and performance of NAVSEA Security Cooperation (SC) programs.
You will serve as the SSCO Subject Matter Expert (SME) on all aspects the FMS case life cycle for the NAVSEA Case Management Excellence (CME) Training Program.
You will conduct meetings with SMEs and Training Support contractors to discuss topics such as curriculum updates, instructor facilitation, and logistics.
You will serve as a lead instructor for the CME Training Program conducting training courses and brown bags when required.
You will analyze and interpret Defense Security Cooperation Agency (DSCA), Navy International Program Office, and SECNAV policy and guidance affecting the NAVSEA SC community.
You will oversee the integration of policy and directives into the CME curriculum.
You will manage the CME through analysis, decision-making, direction, and support. Has authority and oversight of all educational and outreach initiatives for the FMS CME Program and/or supplemental educational efforts.
You will be responsible for identifying, developing, and conducting SC knowledge sessions (aka brown bag or short course).
You will conduct FMS case studies, performs analysis, and extracts case development and execution performance data using various FMS systems. Oversees integration of findings into the CME and/or other training materials.
You will head the NAVSEA FMS Training Council, consisting of SMEs from NAVSEA program offices
You will convene the Council on a quarterly basis to identify existing emerging training needs of the FMS workforce and to determine whether these training needs are best addressed through the CME Program or supplemental educational efforts.
You will serve as the NAVSEA SC Workforce Development (SCWD) Lead, responsible for all aspects of implementation of the SCWD Program (SCWD-P) within the NAVSEA enterprise
You will track certification and continuous learning for NAVSEA SC Workforce (SCW) for appropriate certification and training programs applicable to SCW positions.
You will communicate with senior level audiences, representing the SSCO organization in inter-agency settings and in working groups. Provides a wide range of briefings and reports to senior internal and external stakeholders
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector planning, developing, or administering training programs to ensure training meets the requirements for FMS case life cycles.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
