This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-2 broadband level encompasses positions equivalent to GS-5 through GS-11.
You will serve as a Program Analyst in the Corporate Operations Department, Administrative Services Division (Code 1852) of the Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity.
Duties
You will perform a wide range of support functions for the Administrative Officer and the organization as a whole.
You will monitor the staffing, recruitment, and employee and labor relations functions that support the Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) Activity.
You will analyze and evaluate associated functions to ensure management is not only appraised of the existing status of all related programs, but also is provided with data and recommendations to support and improve the overall program and mission.
You will review administrative audits and investigative reports to determine appropriate changes or corrective action to result in compliance and process improvements.
You will analyze and evaluate (on a quantitative or qualitative basis) the effectiveness of all staffing, placement and employee and labor relations functions in meeting established Command goals and objectives.
You will perform organizational planning in support of SUBMEPP's assigned mission, reviews organizational structures, administrative and functional relationships to improve the organizational and administrative process.
You will maintain close liaison with Human Resources Office (HRO) personnel to ensure actions are processed appropriately, timely and in the best interest of the organization.
You will initiate all requests for staffing and recruitments, supporting the HRO in various workforce shaping initiatives.
You will act as liaison with the HRO and management and employees for staffing and recruitment, labor relations, pay and allowances, and other employee relations programs (Drug Free Workplace, Telework, Performance Management).
You will monitor programs such as performance appraisals, employee recognition, work schedules, or employee development, to ensure compliance with directives and you will partner with the HRO in development and implementation of these programs.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least three years of general experience, one year of which was at or equivalent to the GS-4 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to (1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; (2) plan and organize work; and (3) communicate effectively orally and in writing.

Education
In lieu of general experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a full four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
