The primary purpose of this position is to serve as a Geospatial Engineer responsible for providing geographic data that supports tactical-to-operational level planning for collection, analysis, and production on Counter-Drug (CD) and related Transnational Organized Crime (TOC) threats operating in or transiting through the JTF-N Area of Responsibility. *Salary ranges includes local market supplements*

Duties

Serve as the Geospatial Engineering subject matter expert. Provide geospatial information that is timely, accurate, and relevant for critical enablers throughout the operations process for developing shared situational awareness, improving the understanding of capabilities and limitations for friendly forces and the adversary, and highlighting other conditions of the operational environment that are required. Serve as the Geospatial operations manager. Provide mission-tailored data, tactical decision aids, and visualization products that enable the commander and staff to visualize the operational environment. Serve as the Geographic Information Systems (GIS)database manager. Manage the GIS architecture and is the proponent for the geospatial enterprise (programs, policies, and governance). Identify and manage topographic data use, storage, and dissemination processes across staff, Command, and Control Systems.

  • This is a Defense Civilian Intelligence Personnel System (DCIPS) position classified under authorities of 10 U.S.C., Chapter 83 and DoD Manual 1400.25-V2007

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: thorough knowledge of a wide range of research methodologies and reference techniques; comprehensive knowledge of geospatial programs and software up through the TOP SECRET/SCI classification level for geospatial analysis, target development, and common intelligence picture development; knowledge of DoD and law enforcement geospatial information flow and other governing regulations including Intelligence Oversight requirements; thorough knowledge of international narcotics trafficking, CTOC, CD, and related threat networks in the AOR. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of concepts, principles, and practices in geospatial engineering and geospatial information and services (GI&S) such as cartography, remote sensing, and topography; knowledge of a wide range of concepts principles, and practices in intelligence research, intelligence operations (e.g. multi-mode collection methods and systems), intelligence analysis, and intelligence production. 2. Knowledge of CD/CTOC threat geography and operational characteristics; knowledge of the intelligence community mission, functions, and capabilities. 3. Knowledge of governing United States Geospatial information and data directives; knowledge of security procedures concerning the classification and releasability of information; knowledge of military and/or US Government disciplines, functions, and procedures. 4. Skill in geospatial engineering operations; and familiarity of operational and tactical intelligence systems of both Department of Defense and LEA. 5. Skill in highly effective analytical and research in order to create high-quality finished geospatial products and serve as command representative at inter-and-intra-agency meetings; skill in using commercial geospatial software applications along with USG Geospatial databases, specifically those systems used to analyze transnational threats. 6. Ability to effectively communicate, both written and oral. CONDITIONS OF EMPLOYMENT CONTINUED: 1. A Top Secret/Special Sensitive clearance is required for this position. The employee is required to possess and maintain a Top Secret/Special Sensitive as a condition of employment. Per AFGM2017-36-04, dated 4 Oct 17, the investigative requirement CANNOT be waived for special sensitive positions. 2. This position is designated by the Air force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TOP. 3. May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability; and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
