The primary purpose of this position is to serve as a senior Intelligence Analyst maintaining situational awareness and knowledge of international drug trafficking and related counter transnational organized crime (CTOC) operations with emphasis on the Mexico-United States border and areas within the interior of Mexico but includes Canada, U.S. Virgin Islands, Puerto Rico, Central and South America.

Duties

Conducts all-source intelligence analysis and develops requirements and solutions. Conducts all-source intelligence analysis requiring both a breadth and intensity of knowledge that results in succinct interpretation and assessment of CD/CTOC threat organizations, their operational methods, capabilities, vulnerabilities, probable courses of action, and the threat they present to U.S. interests and to partner nations of the assigned area. Identifies intelligence gaps and initiates action across the interagency for the collection of information to fill identified gaps. Assesses counterdrug (CD)/CTOC threats' methods, procedures, and trends, and recommends the subsequent decisions and actions to counter such threats. Exercises supervisory personnel management responsibilities an analytical cell. Directs, coordinates, and oversees up to four intelligence analysts within the Directorate for Intelligence. Manage, route, and leverage classified information, materials, databases, and products. Prepare and submit requests for information via classified systems.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.

  • This position is in the excepted service authorized by Title l0 U.S.C. and covered by the Defense Civilian Intelligence Personnel System (DCIPS). The employee must also sign a Statement of Understanding prior to occupying a DCIPS position.
  • Extensive TDY up to l79 days outside of the continental United States will be required. The employee maybe required to travel by commercial and/or military aircraft in the performance of assigned tasks.
  • The incumbent may be required to be available for varying duty hours. Periodic shift work may be required.
  • Proficiency in the Spanish language is preferred.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a thorough knowledge of a wide range of research methodologies and reference techniques as applied to assigned area and skill in applying this knowledge to difficult and complex work assignments. Incumbent requires knowledge and proficiency of language needed to communicate and work in the assigned area. Must be able to develop new methods, approaches, or procedures to affect interagency intelligence programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of military Command missions, focus and major transnational threat issue. Knowledge and mastery of the intelligence career field with a specialization in international drug trafficking and related transnational threats, including trends, funding and group relationships. Ability to effectively communicate, both written and oral on a daily basis, and represent the command at meetings with other intelligence, law enforcement, and partner nation organizations. Knowledge of the Intelligence Cycle (Planning and Direction, Collection, Processing and Exploitation, Production, Dissemination and Integration, and Evaluation) and the principles, concepts and methodologies of intelligence analysis to include link analysis, tolls analysis, matrix analysis, traffic pattern and trend analysis, document exploitation, and database manipulation. Knowledge of joint operations, current intelligent community issues, support to the full spectrum of military operations, and current intelligence to include all policies, entities, missions, and resources planning. Knowledge of all-source collection systems (i.e. SIGINT, MASINT, IMINT, and HUMINT), requirements formulation, validation and review processes within the Services, DoD, and national arenas to include Intelligence production process and the relationship of that process to ad hoc and standing collection requirement. Knowledge of the U.S. Federal law enforcement community missions, policies, operations and databases to include agencies within the Department of Justice and the Department of Homeland Security. Skill in using commercial software applications along with Intelligence Community databases, specifically those systems used to analyze transnational threats which require handling classified and law enforcement sensitive data in accordance with established DoD procedures and law enforcement policies and procedures. CONDITIONS OF EMPLOYMENT CONTINUED: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
