The primary purpose of this position is: To serve as the principal advisor to the Director of Staff for Warrant Officer Training school (WOTS). The position is responsible for operations section of Warrant Officer Training school, which includes Training, Readiness, and Plans functions to ensure an environment conducive for learning for all personell.
Duties
Serves as the principal advisor on programs and initiatives within the Operations Section. Monitors the effectiveness and status of program activities by reviewing program status documents and/or productivity reports; inspections and audit reports; oversees and may direct inspection/compliance activities.
Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Develops capital improvement, short- and long-range plans.
Performs recurring assignments with minimal oversight. Performs a variety of administrative duties, and special projects/studies.
Manages resources for executive support, services, and activities. Conducts management analysis, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives.
Performs other clerical and administrative work in support of the office/organization. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation of the office.

- Work may occasionally require travel from the regular duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

- Must be able to obtain and maintain a secret security clearance.
- Performs other duties required to support mission completion.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution to include knowledge of the organization and other installation organizations (such as Personnel, Public Affairs, Legal Office, etc.) required to coordinate the work of the office and for recognizing the need for such coordination in various circumstances.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however and have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the overall mission, functions, operations, and organization of a small-sized training school and military headquarters; and a variety of principles and processes applicable to the work operations of the Operations Directorate.
Knowledge of analytical, evaluative, planning, and investigative processes, techniques, and methods as applied to issues or studies involving administrative or support functions.
Knowledge of the laws, regulations, policies, and precedents applicable to Air University programs and related support resources.
Knowledge of office functions and commitments of supervisor and staff to prepare and review correspondence, to screen telephone calls and visitors, to maintain senior executives' calendars, and to perform other substantive or administrative advisory work of the organization.
Skill and ability to operate various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
Ability to communicate effectively, both orally and in writing. Ability to plan, organize work, and manage multiple taskings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
