The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the HQ Air Force Reserve Officer Training Corps (AFROTC) Officer Accessions Branch.
Duties
Plans, organizes, and directs the officer accession activities of HQ AFROTC, ensuring that the Officer Accessions Branch complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Registrar Division and HQ AFROTC objectives. Researches, interprets, analyzes and applies Holm Center, Air University, Department of the Air Force, and DoD policies, guidance and public law to include AFROTCI 36-2011 vol. 3, Title 10 U.S. Code, and DAFMAN 36-2032, to achieve program goals and objectives. Establishes policies and procedures for accomplishment of all HQ AFROTC Officer Accessions activities.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
Represents the Holm Center and HQ AFROTC to a variety of higher-level military and civilian functional area Organizations. Represents HQ AFROTC on the AU and Holm Center Financial Working Group (FWG) and provides a comprehensive analysis of fiscal goals and constraints to the commander of designated representative for presentation to the AU Financial Management Board (FMB). Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policies and procedures, and resolves significant operational problems that arise.
Provides tactical and strategic advice and assistance to Holm Center and HQ AFROTC management officials regarding operation, financial management, budgetary, manpower and technical support requirements to effectively meet current and long-range program goals and objectives. Effectively integrates issues and assignments that involve complex functions with interrelated programs within HQ AFROTC and with outside organizations. Coordinates, reviews, and plans strategic AFROTC high school, in-college and enlisted scholarship program functional and fiscal goals through AFROTC/CC, Holm Center/CC, AU/CC, AFPC, AETC/CC, HQ AF, and the DoD.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes an extensive understanding of Title 10, U.S. Code, applicable instructions and manuals, and other instructions/regulations pertaining to the operations and function of AFROTC units and commissioning of officers; and knowledge of scholarship programs, theories, principles, procedures, and practices of secondary, adult, and continuing education programs and their accrediting, licensing, or certification processes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of Title 10, U.S. Code, applicable Department of the Air Force Instructions and Manuals, and other instructions/regulations pertaining to the operations and function of AFROTC units and commissioning of Air and Space Force officers.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
4. Ability to communicate effectively, both orally and in writing. Knowledge of fundamentals of budget financial administration (including programming and execution planning within the Air Force).
5. Knowledge of military organizational structure, protocol, and similar matters.
6. Knowledge of scholarship programs, theories, principles, procedures, and practices of secondary, adult, and continuing education programs and their accrediting, licensing, or certification processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
