About the Position: This position is under Resource Management Department under Naval Health Clinic located at Pearl Harbor side of Joint Base Pearl Harbor Hickam, which is on the Island of Oahu, Hawaii. Advance in Hire may be authorized. This is available for those candidates who are new to Federal service. A cost of living allowance has been authorized for Hawaii at the rate of 8.90% (subject to change).

Duties

Advise leadership on the command funding requirements and expenditures regarding the federal budget process and how the various documents and budget formulation interrelate. Monitor the progress of obligations, commitments, and expenditures throughout the budget year to determine if command objectives are being met and cost ceilings adhered to. Apply analytical and statistical principles/techniques to review and analyze current execution rate and trend. Conduct statistical analyses and studies concerning the trends and impact of changes in clinical, workload, and financial data. Provide briefings and training to all levels of the command which may require travel to different locations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This is a Financial Management Level 2 Certification position. Failure to obtain this certification within 2 year from employment may subject the incumbent to adverse action.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationFinancial Concepts, Policies, and PrinciplesFinancial Management Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
