The Vaccine Litigation Section represents the interests of the Secretary of the Department of Health and Human Services in cases arising under the National Childhood Vaccine Injury Act. In cases where petitioners are found entitled to compensation, financial calculations may be necessary. The selectee will engage in tasks such as calculation of lost earnings with appropriate offsets, make actuarial projections, review past expenses incurred, and reduce certain sums to net present value.

Duties

As a GS-0501-11/12- Financial Damages Analyst, your typical work assignments may include the following: Calculating pecuniary damages and providing cost estimates to litigation team. Preparing an array of different financial calculations for court cases. Calculating tax offsets for projected future periods of unemployment. Assisting with the determination and calculation of compensable out-of-pocket expenses. Carrying out a variety of administrative tasks in support of the Vaccine Litigation Section (VLS). Advising and informing the supervisor and VLS of financial liabilities. Providing estimates of damages to assist attorneys in setting the terms of potential settlements. Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

Qualifications

To qualify for the position of Financial Damages Analyst, (GS-0501-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to. To qualify for the GS-11, You must have at least have one full year of specialized experience that is equivalent to the GS-09 grade level in the federal service performing such duties as providing financial services for a litigation team to include calculating pecuniary damages; assisting in the calculations of potential settlement costs, and compensable out of pocket expenses; reviewing financial documents for accuracy and presenting any findings. OR Have a Ph.D or equivalent degree, or successfully completed at least 3 full years of progressively higher level graduate education leading to such a degree in a field that is directly related to the duties of this position, OR, received an LL.M. Education must be in a field that is directly related to the duties of this position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 36. Add the two percentages. You MUST meet all qualification requirements by the closing date of this announcement. To qualify for the GS-12, You must have at least have one full year of specialized experience that is equivalent to the GS-11 grade level in the federal service performing such duties as calculating and reviewing tax records to identify any concerns; applying federal and state tax rates and guidelines to cases in various states; calculating present and future pecuniary damages; and preparing an array of different financial calculations for court cases. Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
