Duties

Manage manpower programs and out-year manpower requirements determinations for the US Army Garrison. Determine all manpower and organization matters and responsible for accounting for all spaces allocated to the Garrison. Responsible for studies and management projects with assigned objective to improve operations, identify efficiencies and manpower savings, and determine manpower requirements through system techniques and other means. Provide advice and counsel on all manpower matters to upper management and servicing organizations.

GS-09 Specialized Experience: One year of specialized experience which includes 1) Evaluating information concerning management processes; 2) Assisting in identifying discrepancies to recommend possible solutions; and/or 3) Utilizing automated systems such as personnel and manpower systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Management Organization. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Specialized Experience: One year of specialized experience which includes 1) Reviewing manpower surveys to compile data; 2) Identifying discrepancies to provide recommendations for solutions; 3) Providing manpower advice to staff; and/or 4) Utilizing automated systems to prepare reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Management Organization OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Specialized Experience: One year of specialized experience which includes 1) Preparing reports using manpower data such as: Table of Distribution and Allowances. 2) Identifying discrepancies to provide recommendations for solutions; 3) Utilizing automated personnel systems such as Force management Systems website (FMSWeb), Army Workload and Performance Systems, Defense Civilian Personnel Data System and AutoNOA; 4) Submitting requests for personnel actions in automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
