About the Position: The Communications-Electronics Command (CECOM) Software Engineering Center (SEC), headquartered at Aberdeen Proving Ground, Maryland, is one of the most experienced and comprehensive support centers within the Department of Defense.

Duties

Manage the administrative and technical work of the Branch. Assess long term needs to recommend appropriate solutions. Analyze and report the state of the project(s) relative to the funding guidance and work years, ensuring effective performance. Plan the strategic development of the project(s), sets long and short-term priorities for enhancements and oversees daily implementation. Provide a variety of software services and analyses to ensure suitability, reliability, maintainability, interoperability or configuration integrity of software used. Assigns work to team leaders and employees. Oversee projects to shape the goals of the organization. Collaborate with personnel outside the organization on program requirements. Responsible for managing the professional, technical and administrative work of the organizational unit. Responsibilities includes program management support (scheduling, staffing, and technical performance); interfacing with stakeholders; reviewing technical proposals; managing assigned property. Responsible for Government Furnished Equipment (GFE) as a hand-receipt holder. Direct and coordinate execution of software development plans, modules, requirement analysis, designs; and system architecture for enterprise-wide applications. Develop individual performance objectives for subordinate employees, conduct performance reviews, identify performance, and misconduct issues, resolve employee complaints, and initiate disciplinary action as appropriate. Exercise supervisory authority, to include overseeing projects and programs, identify and shape goals of the organizational unit, make decision on work problems, and administrative proposals. Utilize ingenuity to adapt methodologies to current system problems and develop approaches.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 48 months as of entrance on duty.
  • This position requires temporary duty (TDY) travel up to 25% of the time. Approximately 25% of travel will be short notice (i.e., less than 24 hours' notice).
  • Commensurate with mission requirements, the incumbent can be required to work irregular duty hours to include working nights, weekends, and holidays.
  • Selectee must be able to obtain and maintain a Secret clearance for the duration of employment.
  • A one-year supervisory probation period is required unless requirements have previously been met.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • This is a Critical Acquisition Position (CAP). Acquisition Corps Membership is no longer required for Critical Acquisition Positions (CAP). CAP selectees must execute a 3-year tenure agreement.

Basic Requirement for SUPERVISORY IT SPECIALIST (SYSANALYSIS): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes 1) Design, develop, or test information/software systems for a supported project; 2) Support the work of others in various areas such as production, performance management, or mission goals; 3) Manage information/software systems supporting architectures, software production, application systems development, information/software project management, risk management, software process models, software engineering technologies, or Computer-Aided Systems Engineering (CASE). This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.   • About the position: This position is in the Communications Electronic Command(CECOM; Software Engineering Center(SEC)' Army Shared Services, Application Services Division. This organization is responsible for the software sustainment and development activities in support of the Army' Enterprise Resource Planning Systems (Logistics Modernization Program (LMP), Global Combat Support System - Army (GCSS-Army), Army Enterprise System Integration Program (AESIP-Hub) and General Funds Enterprise Business System(GFEBS).
  • This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
