Duties
Plan, organize, and oversee the activities of the Digital Service Center Software Group.
Review and structure the organization to optimize use of resources and maximize both efficiency and effectiveness of the organization.
Review and recommend system changes, coordinates system access requirements, and manages and oversees IT contracts, purchases, installations, and upgrades related to the Software Group and Digital Service Center.
Represent DCMAIT-I Software Group in meetings with DCMA HQ Directorates and regional commands
Serve as the focal point for planning, management, and coordination of the lifecycle of assigned information technology projects.
Plan, manage, develop, coordinate the staffing of software application projects.
Oversees the design, construction, testing, and implementation of the software application systems.
Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepares schedules for completion of work.
Provide advice, counsel, and instruction of both technical and administrative matters.

Qualifications
To qualify for the position of Supervisory IT Specialist (SYSTEMS ANALYSIS/APPLICATIONS SOFTWARE), your resume must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Planning, managing, developing, coordinating, and staffing of software application projects using innovative software development methodologies and strategies (including Agile, Development Security Operations (DevSecOps), Extreme Programming, etc).
Leading a development team (government civilian and contracted) building capabilities on modern Software-as-a-Service platforms such as Microsoft Power Platform.
Building governance and procedures for industry standard software development best practices.
Building dashboards and metrics to assess efficiency, effectiveness, and compliance of system programs and application software programs with regulatory procedures.

Substitution of education may not be used in lieu of specialized experience for this grade level.
