This position is located within the Veterans Experience Office (VEO), Tools and Implementation Directorate. The incumbent serves as a Management and Program Analyst and will provide a wide variety of administrative program support services to the organization as well as performing detailed, analytical and program management-based duties. The incumbent will report to the respective Associate Directors.

Duties

Duties include, but are not limited to: As part of the team, the incumbent will be responsible for planning and controlling administrative matters and programs under their purview by planning and monitoring action plans, evaluating corrective actions, and making recommendations for improvement. The incumbent assists in providing guidance, support and assistance to Directorate staff in the realm of program management. Working with the divisions, the incumbent assists with the management of short and long-range data reporting requirements. As well as assisting with the development and implementation of planning and execution documents. Incumbent will assist in the development of a program management architecture in consultation with Associate Directors to ensure alignment and integration. Participates with Associate Directors, Deputy Director, and Executive Director in reviewing and developing Directorate goals and objectives and assists in mapping out a course of action. Prepares materials, minutes, reads and drafts communications to assist managers with arbitration and grievances, employee labor relations concerns and supervisory responses. Utilizes standardize program status and performance reports; prepares and summarizes data in presentable formats or dashboard for discussion; identifies issues for concern or risks as well as recommends strategies to achieve goals within set limitations. The incumbent assists in strategic planning, operational planning, strategic decision making, portfolio/project management, restructuring, downsizing, changing current operations, future strategies, and business process transformation. As well as risk identification and mitigation. The incumbent assists in providing guidance, support and assistance to Directorate staff in the realm of program management. Incumbent also serves as an assistant liaison for the facilitation of operational planning within the directorate. Works in coordination with the Project Management Lead and Associate Directors to promote program management practices across the organization to include all phases of planning, the development of performance metrics that align and integrate with those at the national level, and develop the architecture required to control scope, time and cost across multiple portfolios and projects being executed simultaneously. Uses qualitative and quantitative analytical techniques to provide ongoing evaluations and internal review and assessment of program operations. Assists with the identification of program issues and problems, assesses and tracks program improvement and provides feedback on progress. Assists with the interpretation of requirements and considers other internal demands and constraints as directed by leadership. Establishes and maintains adequate internal control over reporting program performance and progress. Ensures reporting is reliable and that transactions and other data that support measures are properly recorded, processed, and summarized. Assists with evaluation of organization, methods, and procedures for providing support such as records, communications, directives, forms, files, and documentation. Incumbent will create, organize, manage and maintain resource sites. Compiles, consolidates, organizes, analyzes, synthesizes, and summarizes information on a variety of complex issues needed by, or of interest to leadership and staff. Provides administrative and program support on other aspects and matters related to services, initiatives, and partnerships as assigned. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Must possess a valid driver's license You may qualify based on your experience and/or education as described below: GS-9 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing program data and reporting to keep projects on track, ensuring data privacy, and meeting deadlines. Prepares and summarizes data for presentations or dashboards for leadership. Customer service experience and building client relationships, organizing mission-focused travel, and maintaining accurate records. Monitoring issues during reviews and providing feedback to improve processes using data-driven insights. Experience providing guidance and support to staff on effective program management practices. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as outlined above beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-11 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience providing guidance and support to staff on effective program management practices. Evaluating program status and performance metrics to manage data reporting and project supervision. Setting priorities, maintaining data confidentiality, and keeping promises and maintaining deadlines. For Veteran Patient Experience projects, using Human-Centered Design concepts to display data in dashboards and reports. Prioritizing and establishing rapport with clients, organizing mission-driven travel, and keeping accurate records. During internal evaluations, keeping an eye on software problems and offer input on enhancements utilizing both qualitative and quantitative analysis. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. Setting priorities, following through on commitments, and ensuring data confidentiality. Employing Human-Centered Design for Veteran Patient Experience initiatives, presenting data in dashboards or reports for discussion. Experience providing guidance and support to staff on effective program management practices. Establishing and maintaining strong customer relationships, planning, and documenting travel to meet mission requirements, identifying and tracking program issues, and providing feedback on improvements. Using qualitative and quantitative analysis to evaluate and review program operations for internal review and assessment. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent may be required to stand and lead presentations for a length of time, each week. Incumbent will be required to have a valid driver's license to visit multiple locations within the regional area of responsibility.
