You will serve as a Program Analyst in the Ranges/Targets Ops & Labs Group of NAVAIRWARCENWPNDIV POINT MUGU.

Duties

You will conduct studies and analysis of program/project objectives, policies, actual or potential problem areas, economic and political impact, and similar management concerns. You will interface with external customers/stakeholders to develop/modify a cost/schedule proposal, develop/modify a project management plan, and create required documents. You will manage and oversee the development, testing and production of the instrumentation system program’s support. You will interact with the customer and the design and production team to manage and track work progress to assure the project is within the costs and schedule agreed to with the customer. You will assure the project follows the division’s configuration management requirements and adheres to the division’s quality assurance plan.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Program Analyst. Specialized experiences must include duties related to the following: (1) Creating ROMs/Cost Estimates, Task Agreements (TAs), Project Management Plans (PMPs), and/ Customer Service Agreements (CSAs); (2) Managing budgets, schedule, and performance in accordance with sponsor Program requirements; and (3) Ensuring timely achievement of schedule milestones are met within the guidelines of the sponsor's requirements.
