You will serve as a CONTRACT SPECIALIST in the Military Sealift Command (MSC), Directorate, Maritime Operations, Contracts and Business Management Department (N10), Chartering Support Division (N103) of MILITARY SEALIFT COMMAND.
Duties
You will supervise the planning, development, and establishment of the contractual strategy for the overall acquisition of the programs.
You will develop procurement objectives to be used in terms of competition and price range, subcontracting policy, set-aside procedures and assists the customer with preparing a complete procurement package.
You will review and approve detailed analyses of all elements of cost in contractor proposals and makes competitive range determinations.
You will act as the primary POC with SOC personnel and represents N10 at in person meetings with sponsor and industry personnel.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level One certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience exercising the full scope of supervisory responsibilities, including planning, assigning, developing, and evaluating subordinate performance.
Experience managing all aspects of personnel assigned to various contracts.
Experience supervising and implementing a wide range of program contracts, alongside administration and procurement tasks.
Experience analyzing complex functions to enhance operational efficiency.
Experience documenting contract performance and executing close-out procedures.
Experience managing negotiations for change orders related to specifications, funding, and contract terminations.
Experience interpreting and applying legal requirements to contracts, supplies, services, and ship maintenance and repairs.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
Have at least two years of experience in contracting positions; and
Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
