You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Contracts Department (Code 400) of the Mid-Atlantic Regional Maintenance Center (MARMC), of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Duties
You will serve as Contracting Officer, with an unlimited warrant and is responsible for pre-award and post-award responsibilities on actions within their authority.
You will develop and implement acquisition strategies for award and execution of complex Chief of Naval Operations (CNO) availabilities for ship repair and maintenance for both surface ships and CVNs.
You will direct administrative and technical performance, reviews contractor’s processes, and reviews government work packages.
You will manage the contract close out phase of contracts awarded by MARMC, or delegated by NAVSEA to administer.
You will maintain viable workload methodologies and ensures that staffing matches workload requirements.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with the full range of contract procurement and administration actions including source selection decisions, sole source justification and approvals, contract awards, issuance of contract modifications, pre-award surveys, cost and price analysis, technical analysis of contractor's performance and resolution of contract disputes; Experience determining the department staffing requirements and assigns personnel as necessary to perform work efficiently and effectively. Reviews/approves leave, recommends selection of personnel, and ensures that Command goals are met with respect to the Equal Employment Opportunity Program;
Experience managing the contract close out phase of contracts awarded by MARMC, or delegated by NAVSEA to administer;
Experience executing contract awards, modifications, payments, forward pricing rate agreements, determinations and findings, justifications and approvals, consent to subcontract, and reviewing/approving issues and requests for equitable adjustments;
Experience in cost monitoring to monitor direct and indirect cost expenditures and effectiveness of contractors performing cost and fixed price contracts.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
