Duties

Incumbent is a direct report to the Executive Director and Deputy Director of the Office of Environment and Energy (AEE). He or she manages the programs and technical staff in the Noise Division (AEE-100). In that capacity he/she plans and directs the development, analysis, and preparation of recommendations for policies, regulations, programs, and projects related to monitoring, modeling, and mitigating the effects of aviation noise on the environment. Advises the Executive Director and Deputy Director of Environment and Energy and the Assistant Administrator for Policy, International Affairs, and Environment on the content and adequacy of policy and regulation related to aviation noise. Advises and supports the Executive Director, Deputy Director, and Chief Scientific and Technical Advisor for Environment and Energy regarding the development and administration of aviation noise long-range objectives and priorities for research and development, programs, and special studies to advance the understanding of aviation noise impacts.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.-----------------------------------------------------------------------------------------------------------------------------------------SPECIALIZED EXPERIENCE IS DEFINED AS: Experience drafting domestic or international policies, standards and recommended practices (SARPs), and regulations concerning civil aviation noise.AND;Experience providing advice and guidance to management on environmental rules, regulations, policies, and procedures concerning civil aviation noise.AND;Experience leading domestic or international workgroups, consisting of aviation stakeholders with diverse and competing views, to achieve consensus solutions.AND;Experience conducting, interpreting, and applying environmental research and data to make policy recommendations.-----------------------------------------------------------------------------------------------------------------------------------------You should include relevant examples of the specialized experience in your work history.
